Intervention obligation

What it producesalso: intervention pillar · how-to question · candidate intervention route · handle and order

The rule that a question asking how to bring a result about must be answered with a way of acting at every stage, not with a mechanism and not with a list of conditions.

It was added after a run about treating a muscle-wasting condition was rewritten into a question about which conditions of the person and the environment would keep someone independent for ten years. The pillar role had only two values at the time, so a how-to question was filed under identification, and every gate then enforced that shape faithfully: the run asked which conditions and how many, and nothing in it said what to do. The obligation now travels as its own typed role, a runtime prompt block restates it for the intervention pillar only, and a checker tracks its two halves, the handle and the order, so a retry can be told which one is missing. At the hypothesis stage the rivals become competing routes rather than competing substrates.
