Where exactly are the bottlenecks? In science, money, culture, politics, or language? And how can we overcome them?
A bottleneck is the point where more effort stops producing more progress. Some are experiments. Some are people, money, regulation or the words a field uses for itself. Locating them is the fourth step of making sense of a field, after gathering everything, establishing cause and effect, and finding the hidden variables.
Effort spent anywhere but at a bottleneck is motion that feels useful and changes nothing.
