Handover rules activate human relays

This proposed hypothesis asks whether knowledge can keep moving when an automated recommender fails: a learned human handover rule might wake a standby relay.
The test would interrupt automated delivery while keeping content and pre-interruption recall constant. It would compare a verified outage signal with a matched irrelevant signal, and allow or block the trained human route. Researchers would record first person-to-person handovers and whether descendant transmission lines persist.
More handovers and lineage survival only after a verified break, when the standby route is permitted, would support the mechanism.
