Scott Kupor is an American venture capital executive and government official who was sworn in as Director of the U.S. Office of Personnel Management on July 14, 2025. Before OPM, he helped build Andreessen Horowitz from its 2009 inception and served as managing partner, while also investing in bio and healthcare companies and serving on multiple portfolio-company boards. He also teaches entrepreneurship and venture-related topics at Stanford and wrote Secrets of Sand Hill Road.
